Yunanistan borçlarla mücadele ediyor

Yunanistan’da, üçüncü kurtarma programı çerçevesinde yeni kemer sıkma tedbirleri hayata geçti. Mecliste 2 gün süren görüşmelerin sonrasında, tedbir tasarısı hükümetin ortaklarından SYRIZA ve Bağımsız Yunanlar’ın oylarıyla kabul edildi. Oylama öncesi Yunanistan Başbakanı Aleksis Çipras ve Maliye Bakanı Efklidis Çakalotos birer konuşma yaptılar.
Yunan parlamentosundaki 300 milletvekilinden 281’inin oy kullandığı oylamada, 153 evet, 128 hayır oyu çıktı. Bu görüşmeler devam ederken, meclis dışında Yunanistan Kamu Çalışanları Federasyonu, İşçi Sendikaları Genel Konfederasyonu ve Mücadeleci İşçi Kolları Birliği protesto gösterisi yaptı. Polis müdahalesi üzerine protestocular ile güvenlik güçleri arasında arbede çıktı.
Yunan hükümeti, yeni tedbir yasasında ağır bir yük altına girmiş oldu. Buna göre yeni kredi limitinin serbest bırakılması karşılığında, 2019 ve 2020 döneminde emeklilik maaşları ve vergi muafiyeti tavan sınırı düşürülerek 4,9 milyar avro tasarruf sağlanmak isteniyor. Kreditörlerden alınacak yeni kredi sayesinde 7.5 milyar Euro’luk kredi ve borçların hafifletilmesi amaçlanıyor.
Başbakan Çipras’da oylama sonrası yaptığı konuşmada, “ülkesinin reformlar konusunda üzerine düştüğünü yaptığını ifade ederek, bundan sonra borçların hafifletilmesini beklediklerini kaydetti. Çipras sorumlukların karşılıklı olarak yerine getirilmesi gerektiğine vurgu yaptı. Ancak vatandaşlar bu duruma oldukça tepkili. Her sektörden Yunanlı, şartların giderek ağırlaştığını söyleyerek, şu örneği verdi:
“Örneğin bir avukat yıllık 100 bin Euro kazanıyorsa vergiler düşünce net kazancı 20 bin Euro oluyor. Bu 20 bin Euro ile tekrar 100 bin Euro kazabilmek için yatırım yapması gerekiyor. Yunanistan’da şu anda yılda 100 bin Euro kazanan avukat yok. Fakir insanların gerçekliğini anlayabilirsiniz.” Yunan yatırımcılar gelirlerinin düştüğünden yakınarak, ödemelerde büyük sıkıntı yaşadıklarını, ama buna karşın vergilerin arttığını kaydediyor.
Kreditörlerle daha önce anlaşma sağlanamamıştı
Yunanistan kemer sıkma tedbirleri öncesinde, geçtiğimiz haftalarda farklı bir görüşme içerisinde çaba sarfetmiş ancak sonuca ulaşamamıştı. Ulusal ekonomi gazetesi Dünya’nın haberine göre Yunanistan, kurtarma programı kapsamında yeni kredi diliminin serbest bırakılması için kreditörlerle anşamaya varamamıştı. 19 AB üyesi ülkenin maliye bakanları Yunanistan’ın kurtarma programını görüşmek üzere “Avro Grubu Toplantısı” için Belçika’nın başkenti Brüksel’de bir araya gelmiş, 8 saat süren toplantının ardından bir açıklama yapılmıştı.
Avro Gurubu Başkanı ve Hollanda Maliye Bakanı Jeroen Dijsselbloem Yunan hükümetinin çok ciddi çalışmalar yaptığını ifade ederek; “Bir sonraki kredi diliminin yaz öncesi serbest bırakılabilmesi için çalışmalar devam edecek. İkinci değerlendirme sürecini resmen tamamlamaya yakınız” demişti. Ancak kurtarma programının ikinci değerlendirme süreci tamamlanmadığı için yeni kredi dilimlerinin serbest bırakılamadığı kaydedilmişti. Çünkü ülke Temmuz ayında kredtitörlere 7 milyar avro geri ödeme yapması gerekiyor. Kreditörler, Yunanistan’dan toplam 86 milyar avroluk kurtarma programı çerçevesinde gerekli reformları yapmasını istiyor.

Greece is struggling with debts

In Greece, new austerity measures have been passed on in the framework of the third rescue program. After two days of meetings in parliament, the design of the measure was approved by the government's shareholders SYRIZA and Independent Greeks. Prior to the vote, Greek Prime Minister Aleksis Chipras and Finance Minister Efklidis Cakalotos made speeches.
Of the 300 parliamentarians in the Greek parliament, 281 voted, 153 yes, 128 no votes. As these talks continued, apart from parliament, the Federation of Public Employees of Greece, the General Confederation of Trade Unions and the Workers' Armed Forces Union protested. Police intervened between the protesters and the security forces went out of control.
The Greek government was under heavy pressure during the new measure. Accordingly, in order to release the new credit limit, it is hoped to save 4.9 billion euros by reducing the ceiling of pensions and tax exemptions in the period of 2019 and 2020. Thanks to the new loan from the creditors, it is aimed to reduce the loans and debts of 7.5 billion Euros.
Speaking after the vote, the Prime Minister Çipras stated that his country has fallen on the reforms and noted that they expect the debts to be eased from now on. Çipras emphasized that responsibilities should be mutually fulfilled. However, citizens are very reactive to this situation. From every sector, the Greek, saying that conditions are getting more and more welcoming, gave the following example:
"For example, if a lawyer earns 100,000 euros a year, the net income of taxpayers is 20,000 euros. It needs to invest in order to earn 100 thousand euros again with 20 thousand euros. There are no lawyers in Greece who earn 100,000 euros a year. You can understand the reality of the poor people. "Greek investors complain that their incomes have fallen, recording that they are experiencing great difficulties in paying, but the tax increases.
No agreement has been reached with lenders
Before the austerity measures in Greece, it was tried in a different interview in the past weeks but we could not reach the result. According to the news of the world economy, Greece could not arrive on the sidelines with creditors for the release of the new loan under the rescue program. The finance ministers of the 19 EU member states gathered in Brussels for the "Euro Group Meeting" to discuss Greece's rescue program, followed by an 8-hour meeting.
President of the Eurogroup and Dutch Finance Minister Jeroen Dijsselbloem stated that the Greek government is doing very serious work; "Work will continue to ensure that the next loan is released before the summer. We are close to officially completing the second evaluation process. " However, as the second evaluation process of the rescue program was not completed, it was noted that the new loan slices could not be released. Because the country needs to repay 7 billion euros to the creditors in July. The creditors are asking Greece to make necessary reforms within the framework of a total of 86 billion euros in rescue programs.
Greece's total debt burden is expected to exceed 300 billion euros this year and reach 180 percent of its national income. Greece, which has been implementing 3 rescue programs since 2010, has the highest borrowing rate in the euro area compared to its national income. The Greek side has tried to negotiate creditors for the alleviation of debt of 300 billion euros, and negotiations at the beginning of May failed to reach the end.
