TİKA, Balkanlardan Dünya’ya açılıyor

TİKA’nın Balkanlar ve Doğu Avrupa Ülkelerinde uygulanan projelerinin bundan sonra diğer ülkelere de yayılacak düzeyde kurgulanacağı açıklandı. Birçok yabancı ülkede aktif faaliyet gösteren TİKA, ülkelerin geleceği olan çocuk ve gençlere yönelik programları uygulamaya koydu. Evrensel düşünce çerçevesinde Balkanlarda yer alan dost ve kardeş ülkelerde bulunan özel eğitim ihtiyacı olan bireylerin daha iyi şartlarda eğitim almasını sağlamak için TİKA desteğinde ve T.C. Milli Eğitim Bakanlığı işbirliğinde uygulamaya giren “Özel Eğitimde Türkiye Balkanlar Tecrübe Paylaşımı - Engelimi Türkiye ile Aşıyorum” Programı Bosna Hersek’te pilot olarak uygulamaya girdi.
TİKA’dan yapılan açıklamada iki ülke milli Eğitim Bakanlıkları ile imzalanan protokolle programın ikinci aşamasının İstanbul’da tamamlandığı belirtildi. Bosna Hersek Federasyon Milli Eğitim Bakanı Danışmanı Alden Kajtaz’ın da bulunduğu ülkenin farklı bölgelerindeki özel eğitim okulları yöneticilerinden oluşan 12 kişilik bir heyetin söz konusu program kapsamında Türkiye’ye geldiğini belirten TİKA yetkilileri şu bilgileri verdi:
“Program çerçevesinde Türkiye’de özel eğitim alanında yasal düzenlemeler, özel eğitim uygulamaları, öğretmen yetiştirme faaliyetleri, özel yeteneklilere yönelik uygulamalar, ilgili anaokulları dâhil olmak üzere ilk ve orta öğretim okulları ziyaretleriyle yerinde gözlemlendi. Söz konusu çalışma ziyaretlerinde alanında uzman öğretmenler, özel eğitim öğrencilerinin tanımlanması, yönlendirilmesi ve yerleştirilmesi hakkında bilgiler verildi. Bununla birlikte öğrencilere yönelik eğitim programları ve öğretim yöntem ve teknikleri hususunda da bilgilendirmeler yapıldı. Yapılan ziyaretlerde öğrencilerin yaptığı faaliyet ve gösteriler de büyük bir ilgi ve takdirle izlendi.”
Dört aşaması bulunan geniş çaplı programın ikinci etabının önümüzdeki günlerde T.C Milli Eğitim Bakanlığı’nca Bosna Hersek çalışma ziyareti ile başlayacağını ve bu kapsamında Bosna Hersek özel eğitim kurumları eğitmenleri için işbirliği yapılacağını ifade eden TİKA yetkilileri şunları belirtti:
“Özel eğitim alanındaki yasal düzenlemeler, Türkiye’deki özel eğitim uygulamaları (Tanılama-Yönlendirme-Yerleştirme süreçleri, Eğitim Ortamları, Eğitim Programları, Öğretim Yöntem ve Teknikleri), Özel eğitim ihtiyacı olan öğrencilere yönelik yapılan sosyal ve kültürel faaliyetler, Türkiye’de özel eğitim alanında öğretmen yetiştirme faaliyetleri, Özel eğitim ihtiyacı olan bireylere yönelik verilen mesleki eğitim programları, İşbaşı izleme konularında ülkemizde bir dizi eğitim programları düzenlenecek. Balkanlarda Engelimi Türkiye İle Aşıyorum Programının dördüncü aşamasında; Balkanlarda bulunan özel eğitime ihtiyacı olan öğrencilerin eğitim ortamlarının iyileştirilmesi için eğitim materyalleri desteğinde özel eğitim sınıfları, destek eğitim odaları, atölyeler (İhtiyaca göre; El sanatları teknolojisi atölyesi, mobilya ve iç mekân tasarımı atölyesi, yiyecek içecek hizmetleri atölyesi vs.) inşa edilecek. Program çerçevesinde eğitimleri tamamlanan öğrencilerin topluma üretken birey olarak katılmalarına katkı sağlanacak.

TIKA opens to the world from the Balkans

TIKA's projects in the Balkans and Eastern Europe are now being designed to spread to other countries. TIKA, active in many foreign countries, has implemented programs for children and young people, the future of countries. In the framework of universal thinking, TICA is providing support to individuals who need special education in friendly and brotherly countries in the Balkans to receive training on better terms, and T.C. The "Balkans Experience Sharing in Turkey in Special Education - Overcoming Obstacles with Turkey" program, which was implemented in cooperation with the Ministry of National Education, entered into practice as a pilot in Bosnia and Herzegovina.
In the statement made by TİKA, it was stated that the second phase of the program was completed in Istanbul with the protocol signed with the Ministries of National Education of the two countries. TİKA officials, who stated that a delegation of 12 people consisting of the administrators of special education schools in different regions of the country where the counselor of the Bosnian Herzegovina Federation National Education Minister Alden Kajtaz is located, came to Turkey within the scope of the program and gave the following information:
"In the context of the program, legal arrangements in Turkey, special education practices, teacher training activities, special skills oriented practices, and visits to primary and secondary schools, including related kindergartens, were observed on the spot. During the study visits, information was provided on the identification, orientation and placement of specialist teachers and special education students in the field. However, education programs for students and teaching methods and techniques were also informed. During the visits, the activities and demonstrations of the students were watched with great interest and appreciation.
TİKA officials stated that the second phase of the four-phase broad program will start with the Bosnia Herzegovina study visit by the Ministry of National Education of the Republic of Turkey in the coming days and cooperate for the trainers of Bosnia and Herzegovina special education institutions.
"Special education practices in Turkey (Diagnostic-Orientation-Placement processes, Educational environments, Educational Programs, Instructional Methods and Techniques), Social and cultural activities for students with special education needs, Special education in Turkey Vocational training programs for individuals with special education needs, a series of training programs in our country will be organized on Occupational Monitoring subjects. In the fourth phase of the Balkans Breakdown with Turkey Program, Special education classes, support training rooms, workshops (according to the need: craft arts technology workshop, furniture and interior design workshop, food and beverage service workshop etc.) will be constructed in order to improve the educational environment of the students in need of special education in the Balkans. Students who have completed their training in the framework of the program will contribute to participation as collective productive individuals.
